What Is TR19?

BESA TR19 is the recognised UK specification covering the internal cleanliness of supply and extract ventilation systems. Here's what it covers and why it matters.

TR19 ("Internal Cleanliness of Ventilation Systems") is published by the Building Engineering Services Association. It sets out how the internal cleanliness of ventilation ductwork should be specified, measured and verified across UK commercial buildings.

Why TR19 matters

TR19 is the document most UK insurers, auditors and Responsible Persons reference when asking whether a ventilation system is compliant. Without inspection and reporting aligned to TR19, organisations struggle to demonstrate they have discharged their duty of care.

Core elements of TR19

  • Risk classification of supply and extract systems by use and occupancy
  • Post Construction Cleanliness Levels (PCCL)
  • Verification testing methods including vacuum and wet film thickness
  • Frequency of inspection by risk category
  • Reporting and certification requirements

Who is responsible

The duty typically sits with the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005 and, operationally, with the Facilities or Estates Manager. TR19 provides the evidence framework they need.
