TR19 is the published BESA specification for internal cleanliness of supply and extract ventilation systems. For Facilities Managers, it translates into three operational requirements: a risk-classified asset register, a structured inspection programme, and a defensible body of evidence.
What TR19 expects of the FM function
- A current ventilation asset register, with system type, location and use
- Each system risk-classified against the TR19 occupancy bands
- Inspection cycles set against the risk classification, not the calendar
- Pre and post evidence captured at every inspection – vacuum tests, deposit measurements, photography
- Reporting at asset, building and portfolio level

'Does our fan and filter PPM cover TR19?' No – TR19 cleanliness compliance is a separate discipline. 'Do we need to inspect kitchen extract at the same frequency as supply ductwork?' No – TR19 Grease governs kitchen extract with its own risk-based cadence. 'What evidence do insurers actually look at?' Inspection records, hygiene certificates and photographic evidence indexed to access points.
