BESA TR19
TR19 is the recognised UK benchmark for the internal cleanliness of ventilation systems and the document insurers, auditors and Responsible Persons most commonly reference.
Purpose
Published by the Building Engineering Services Association, TR19 sets out how the internal cleanliness of supply and extract ventilation systems should be specified, measured, verified and managed across UK commercial premises.
Core requirements
- Risk-based classification of every system (Low, Medium, High occupancy)
- Post Construction Cleanliness Levels (PCCL) on new installations
- Verification testing using vacuum and wet film thickness methods
- Access provision at intervals defined by ductwork dimensions
- Defined frequency of inspection by risk classification
- Structured reporting with photographic evidence and certification
Responsibilities
- Building owner / Responsible Person under RRO 2005
- Facilities or Estates Manager – operational compliance
- Competent contractor delivering inspection and hygiene works
- Insurer and auditor – evidence assurance
